TRAI to Soon Recommend Rules for Satellite Spectrum Allocation

The Telecom Regulatory Authority of India is set to release recommendations on rules for satellite spectrum allocation, igniting a debate between terrestrial telecom players and satellite companies like Starlink and Amazon.

New Delhi: The Telecom Regulatory Authority of India (TRAI) is poised to release its recommendations on rules for satellite spectrum allocation in the near future, according to Chairman A K Lahoti. This crucial step will pave the way for the government to allocate spectrum to satellite communication companies, enabling them to launch satellite-based broadband services across India.

The announcement came during a National Consumer Day event, where Lahoti confirmed that the recommendations would be issued “very soon.” This follows an open-house discussion held by TRAI in November to gather input on the terms and conditions for assigning spectrum for certain satellite-based commercial communication services.

The spectrum allocation process has ignited a debate between terrestrial telecom players and satellite communication companies. Reliance Jio and Bharti Airtel, major telecom operators, have advocated for the auction of spectrum for full mobility across the country, emphasizing the need for a level playing field. In contrast, companies like Elon Musk’s Starlink and Amazon’s Project Kuiper have supported an administrative allocation of satcom spectrum.

Jio Emphasizes Level Playing Field:

Reliance Jio, a strong proponent of auctioning satellite spectrum, has stated that it is “not afraid of competition” but insists on the principle of “same services same rules.” The company recently sought a legal opinion from a retired Supreme Court judge, which highlighted that TRAI’s consultation paper on spectrum allocation for satellite communications appears to have overlooked the issue of ensuring a level playing field with ground-based telecom networks.

The government will now carefully evaluate TRAI’s recommendations before making a final decision on spectrum allocation. The outcome of this process will significantly impact the future of satellite-based broadband services in India and the competitive landscape of the telecom sector.
