New Delhi: The Telecom Regulatory Authority of India (Trai) has announced that it will expedite the process of determining satellite spectrum pricing before addressing the regulation of over-the-top (OTT) apps like WhatsApp, Telegram, and Google Meet.
Trai Chairman Anil Kumar Lahoti stated that the regulation of OTT apps would be discussed separately and that the immediate focus is on finalizing the pricing for satellite spectrum. A consultation paper on this matter is expected to be released in the coming days.
Telecom operators have expressed concerns regarding Trai’s recent proposal to allow the provision of telecom services using a single authorization instead of a license. Lahoti clarified that Trai has only recommended the framework for implementing this new regime under the Telecommunications Act 2023.

Regarding the timeline for recommendations on satellite communications spectrum pricing, Lahoti indicated that a consultation paper would be released shortly. Trai Principal Advisor SB Singh emphasized that the new framework simplifies the rules for providing services, reducing costs for service providers.
The regulator recently recommended three broad categories of telecommunication service authorizations: main service authorizations, auxiliary service authorizations, and captive service authorizations. The ‘Unified Service Authorisation’ introduced under this framework aims to achieve a ‘One Nation – One Authorisation’ approach across services and service areas.
Trai has also recommended that the government grant service authorizations under the new Telecommunications Act 2023, rather than entering into agreements with entities. Additionally, the regulator has reduced the entry fee for obtaining service authorizations.
Lahoti clarified that there is no specific timeline for service providers to migrate to the new framework, as it is voluntary. They can continue to provide services under their existing licenses.
