Get Ready to See Billboards Again: Karnataka Set for Outdoor Advertisement Resurgence

Karnataka is bringing back outdoor advertising in a big way. After a six-year absence, billboards, posters, banners, building wraps, and even mobile displays are poised for a regulated return on roads wider than 60 feet.

New Delhi: After a six-year hiatus, Karnataka is gearing up to see a vibrant return of outdoor advertisements. The state government has approved a draft notification for the BBMP’s Advertisement By-laws 2024, paving the way for regulated advertising on wider roads.

Here’s what you need to know:

  • Regulated Return: Get ready to see billboards, posters, banners, building wraps, and even mobile advertisement displays back in public spaces. But there’s a catch – these will be allowed only on roads wider than 60 feet.
  • Public Input Wanted: The government is inviting public feedback on the proposed bylaws. The notification dated July 19th allows for objections and suggestions within 30 days. So, if you have thoughts on the placement or regulations, now’s your chance to make your voice heard.
  • Monetizing Public Spaces: The BBMP (Bruhat Bengaluru Mahanagara Palike), the civic body responsible for Bengaluru, expects this move to generate significant revenue. They aim to collect over Rs 1,000 crore annually by regulating outdoor advertising.
  • Fair and Transparent System: The notification emphasizes transparency. Advertisements will be awarded through open auctions/tenders following the Karnataka Transparency in Public Procurement Act. This ensures a fair playing field for businesses seeking advertising space.
  • Exemptions and Enforcement: Metro infrastructure, pillars, and stations will be excluded from this process. The BBMP will manage advertising on these properties separately. Stringent measures are also in place to deter unauthorized advertisements. The BBMP will enforce the bylaws through zonal commissioners and levy fixed fees for non-compliance, with an 18% interest penalty for late payments.
  • Safety First: A dedicated advertising regulatory committee will be formed. This committee, headed by the Additional Chief Secretary of the Urban Development Department, will include members from the traffic police, Bescom (Bangalore Electricity Supply Company), and BBMP. Their primary function will be to address safety concerns and remove advertisements that pose a risk.
